The point is that Lockeye can design the ability in whatever fashion, but if it checks to see if the mob is charmable, then it will fail. Lockeye has no control over what the zone designers decide to make charmable or not.
I initially thought that 'weaker epics' was a way of saying 'not a named'. Given my experience with the Tunarians, who were certainly not named, that isn't the case.
The wisdom line, like the sta line, is a mixed bag. It has Daydream, which now reads like Sever Empathy used to - makes other encounters not come to help the one the group is attacking. There is the passive resist buff and the passive focus and subjugation buff. Finally there is Hypnosis. I'm not really seeing much of a unifying theme in there.
