Speeding up your cast timers is the holy grail of burst nuke and proc dps, I'm not sure why you'd ever replace AGI. I'd think that stretching out a mob's cast timers with Chronosiphoning makes it easier to interrupt.

When dealing with mobs that don't generally "cast" anything, it's kind of moot.

As a utility coercer, I love it. I was Int/Sta spec'ed, but have switched over to Agi/Sta spec to see how that works out instead.
