Actually at level 1 the starter tower shield for guardians gives 70% block vs level 1.

We know that level affects block rate, but the real question is does the level of the player affect it also. It appears that a lower level player will actually block more with the same shield than a higher level against the mob based on the OP, and based upon some further testing i did.

Valor wasn't up (well, i didn't bother to check), so I sent my level 1 froglok guardian to TT and against the level 56 torpid bloodblooms saw a 16 blocks out of 26 attacks. I don't want to work out the math but I'm pretty sure that it's unlikely this is a statistical anomoly; certainly the true block rate is more than 1%.

Assuming the test above roughly reflects the true block rate, that's more than the rating of a fabled tower shield for a level 56 player would be, let alone this level 1 shield with 32 protection. As such, it would appear that the reduction in block for higher level mobs is a function of the base block for the player's level, and that in fact a lower level player can have a higher block chance than a better geared higher level player. Too bad mitigation doesn't seem to work in the same way or my little froggy could qualify for MT :P (Well I guess not b/c of aggro issues... =p)

How about you try to get your information correct before you claim something, that takes less than a minute to check, is false.





Level 70 vs a level 1 in a duel. Notice the # of blocks and the block %.

<em>Block Check</em>: (Shield Required). The quality of the shield determines the block chance. Block is only modified by mob level and is not a contested roll vs. mob skill

that is directly of the LU, so im guessing the modification of higher lvl's against block chances is rather low?
