The reason I suspect this is because unless I am in a group with a tank who really knows what they are doing I will grab agro on mobs just from auto attack sometimes. I can do 1500 dps in a group setting and the Zerk tank can do 2k dps and I will still peel agro from him from time to time despite the fact he is taunting and doing more actual dps than I am. I would like to point out too that I will hold the agro with just auto attack while i lower my dps to let the zerk get the agro back. Sometimes i end up tanking the whole encounter because my hate is so high.
If critical hits do generate more hate than the actual damage they cause it might explain a couple things. I have no hard proof of this other than personal experiance, but I firmly believe that Critical hits cause more hate.

Like what about your procs or double attack going off? IIRC you prolly use a slow, hard hitting weap ( least u were on befallen but that was fucking ages ago lmao )
I know on my swash sometimes I'll get lucky ( or unlucky ) and get a shit ton of procs + double attack to all go off on one auto, I literally see like 7+ numbers, if thats happening w/ an inquis, then yea I could see the aggro potential.
I'm not disproving your theory, but auto attack is a tricky thing to parse in normal situations, lots of things to consider.
Unless you just tested with straight auto attack and no other outside factors, in that case ignore this whole post lmao.
