is there any reason for why some DW/1H are mainhand only and cant be used in the secondary slot, while most can be used in both slots?

if theres an obvious answer please tell me, but i dont understand why i cant use 2 weapons simply because theyre both Mainhand Only.

The are hand restricted to prevent the excessive stacking of top-end effects.
I imagine the PvP weapon is pretty good?

Seriously, the best way to tell... take a look at two main hand only weapons and if you say "that would be a sweet friggin combo" then it's probably the reason you can't do it.
