Your guilds dps is bad enough that I would say you need to start removing the worse offenders and replace them. If you have an assassin doing 1500dps then can his ass and grab one that can do 4000+ dps. It sounds to me like you have -alot- of retards in your guild who cant dps for shit. Class make-up and raid setup can effect overall dps too but with numbers that low its obvious you have some flat out terrible players.
We had a similar problem about 6 months ago and the only way we found to fix it was give them a choice. Fix their problem, or find a new guild. We told them that we are going to be going over ACT after every raid and picking apart peoples dps. If they are found lacking and show no improvment then we were going to shit can them. The numbers went up over night. You will be amazed how many people in your guild are prob capable of doing twice the dps they are now they are just lazy fucks who would rather sit in the back and auto attack all night long. It can be uncomfortable calling people out but if you want to progress then you have no choice.
My personal advice to you is just start kicking the worse offenders. The others will step their game up real quick.

the problem with this scenario is that, in the first place if they were talking about quality players already, thier DPS would not be where it is, Second is this a revolving raid force or do you have 24 set raiders.. If you start booting folks and your not in a progressing guild already, replacements do not come quickly. If your not in VP already.. then getting a decent replacement is harder then getting a hooker to give you a comp blowjob in Vegas (metaphore BTW).
Guilds can and do fall apart in T2 for this very reason, either you train what you have to be better, find some way to hold thier feet to the fire, dock DKP or something and get the raid force that you have now to get better or soon your going to find that you have holes in your raid force big enough to drive a mack truck through and then the bleeding will begin, those that are left will leave because there are not enough to progress, don't have right classes to beat the end mob Etc.
Just be carefull when people tell you to just boot them, although this would be the optimal solution , if you don't have apps beating down your door to get in.. think twice before ya do it.
