Sorcerors are the ones that benefit the most out of crits, that's not an opinion but pure maths since we have the widest spread in dmg range on our spells.
At the same time we (wizards at least) have the benefit of not being able to cap our BoE on any but our weakest spells, hence we'll benefit quite a lot from large BoE numbers, foremost the % based BoE increasers such as VWB or the Leviathan robe.
So I'd say, when it comes to the pure choice between BoE and crits, go crits until you reach around 80-85% something, then start looking at add up some BoE to that.
Haven't played any other mage class in top end content, but from what I've heard from guildies etc it seems like chanters and summoners have quite an easy time capping BoE, hence it might be easier to start with capping that and then add up with crits.
Base damage is of course a no-brainer for every mage class, but there is on the other hand just a few base dmg increasers in the game apart from the epics. Choker, Mayong's Orb, WoCP, ToNT-set and Trak's belt and you're set on that point.
