Or learn to solo with your existing class. Every class can solo when you spec, gear and play correctly. House mirrors are a wonderful thing.

No. You make all classes have an equal amount of "points" to spend. You make them weaker in areas which gives them more points to spend in other areas.
At least, that's what I consider balance. I mean fuck, let's take a page out of RTS games. Warcraft 3, the races are basically balanced, and there are 4 completely different races

or hell fucking starcraft dude. starcraft was the very first RTS game to have more than 2 races, and to top it off it is one of the most balanced RTS games ever. 2/3 of the people on battle.net these days are still playing starcraft, with most of the rest playing diablo 2

QFE, damn you for beating me to it.
The hard part is to assign these points to different abilities of the class, i.e. these points need to accurately reflect the strength of a char throughout play styles.
To the OP:
I think DPS tiers pretty much went out the window with EoF, if not earlier (hello Illusionists, Guardians, ...!), in a raid build. However, the DPS you do is (more than anything else in the game) closely tied to group build and gear. Having strongly defined DPS tiers is/was a mistake in my opinion anyway.

Yes DPS tiers are out the window but I think everybody can agree that there are some serious issues that are making some classes over-powered and some at the short end of the stick. Illusionists, swash/brig, guard...to name a few.

I'm currently leveling up a dirge. He sucks for soloing. He's okay on green con yard trash. Everything else basically owns him.

Last I knew, they were using game-wide parses to balance classes (as far as DPS is concerned). In fact, I think it would be rather foolish to balance DPS based on anything but the median. High end players are in a separate league, so to speak. So I think those overpowered classes are going to remain so for some time, as there are more pressing game issues that affect a much larger portion of the player base. Just one opinion, FWIW.

Maybe you shouldn't assume that you can burn everything down. Bards that are good at kiting own the crap out of stuff, they're the main reason for half of the ranged shit on general v'deers :P

i can solo just fine on my dirge & assassin with kiting. my monk can take more of a beating, has a heal & does nice dmg, so i can solo lots on her too. hell i used to solo vdeers on my fury by kiting with np at all. it's not all root, nuke, dead. if u use the tools u have, u can solo lots of stuff easily, no matter the class.
