Default "blue stats don't work in PVE?"

Another question while i'm at it:

Do blue adornments add to your abilities in PVE, or only PVP combat?

Obviously there are built in procs and bonuses that say *if engaged in PVP combat... but the adornments and anything that doesn't say that seems to work in PVE. I have a BG chest piece with 5% pvp potency built in, and a 2% potency blue adornment. The 5% PVP potency doesn't add to my potency in my character window (I'm not sure if it actually does change when engaged in pvp, and can't test that this second) but the 2% adornment adds to the potency in my character window. So is that affecting PVE, or no? I've been assuming that anything that doesn't say *if engaged in PVP combat worked in PVE, but I mentioned the 2% spell double attack blue adornment, and someone said it doesn't work in PVE.

    Any insight is appreciated.

Blue adornments are not specific to Battlegrounds unless the stats say that it is. Its just that blue adornments can only be on Battlegrounds gear.

If you look at that sample of blue adornments there is nothing to say must be in pvp combat like the stats on most of the armour, but even the armour has blue stats like the lifetaps on the tank pieces that work in PVP and PVE.

Unless the adornment is specific to PVP like the mitigation one they will work in PVE as well. Just like thinking of a red adornment only working in raids only.
