Rangers don't have shit for 100% procs last I checked. And brigands don't have to have anything for 100% procs, they can get Blade Chime last I checked just as well as anybody else.

And what the fuck does 100% melee crits have anything to do with what was posted?

There's some bug with Curse of Insanity that allows classes to Double Attack CAs. Or at least, there seems to be for rangers.
