I was bored so took some data, Excel came up with %Faster = 1.1886*Haste - 0.0028*Haste^2 that matches close enough, so it's probably safe to say that the formula for haste from 0-200 is quadratic. In this case, your actual swing time (for single wielding) then goes as 1/(1+%Faster) since haste is a "speed" type stat.
OK, so 100 haste is 90%, and 115 is 100%. Also, I was wrong about the dual wield penalty. It's 35%. So a brace of 6 second weapons will have a base delay of 8.1 seconds.
It's only weird if it doesn't work.

I thought 33 as well, but did the math last night and it was 35

maybe the haste values are off? cos the 33% delay has been that way for years and i doubt that would be changed.

I can get some weapons with 0 haste and see what the delay actually is at 0. But with overcapped haste, using 6 second weapons my weapon speed, as reported by /weap, was 3.6 seconds. My 9 sec bow was 4 seconds.

Is everything here still applicable, or have things changed again, since July? Thanks.

See Buffrats post further up thats all correct, the haste chart in OP looks a little off though, I think you gain more flurry than stated, or did last time I checked
