Any wizard with 2 brain cells to rub together to cause a spark should have the spell macro'd with a warning in group, say 5 or 10 seconds, so that other grouped mages know it's coming.
In addition, as a wizard it's always a good idea to discuss the use of ROD with other mages in your group to decide on the best time to cast it for everyone. This would normally be when most of the groups higher efficiency spells are down but when the mob is debuffed sufficiently for best effect.
As for power, it uses the power of anyone who is casting it, that's the wizard, you and any other mage in the group.
The key with ROD is communication, co-operation and co-ordination oh and pray to god you are never in a group with two ROD happy wizzies who cast it whenever it's up without a second thought for anyone else.
One more word of warning, alot of wizards (yes I'm one) had a sense of humour bypass when we started raiding and we try to make up for it in our in group macro'd messages so don't be surprised if the ROD message says something like "Do my bidding in 5 seconds slaves" or "My Spell trumps your spell underlings". Personally my humour bypass was total so my macro just says "ROD incoming in 5 seconds".
Finally, you can, as a previous poster stated, cancel the spell but if used correctly it can add to rather than detract from your dps. Talk to your wizard, tell them what works for you and come to an agreement on it's use.
Some wizards use a casting cycle and rarely if ever deviate from it no matter what the situation is (big mistake imho) so if you are unfortunate enough to come across one who simply will not amend their casting cycle or take your spell rotation into account then you have two choices. 1) cancel ROD, 2) rework your own rotation to allow for the use of ROD.
