More like they reduced the bonus. It did come awfully close to the T4 set. It's still an extremely nice 7 set bonus if you don't have any T4 pieces.

Expect the T4 set robe to be a bit better than what's posted here. Also the set shoulders are getting upgraded to 12 base instead of 10.

I have the Riftcloth cuffs and when I examine them I see for the 2 piece set bonus it mentions "Crystal Blast" so are they changing the 2 set bonus to +30 int?

That's the 2 piece bonus from the new T3 shard set, not the x4 raid set.
