Does the recast countdown start as soon as you start casting a spell or after you have finished casting?

sshhhhhh

after... but...

some spells start after you've finished casting...

other spells "IE buffs/procs with duration" start after the duration has worn off...

so there are times you'd want to actually cancel certain spells to get the recast timer working faster.
