No. If you were at Fanfaire, or read the panel discussions, you would already know.

Everything will be upgraded, excluding the following:

Class Level 50/70 spells.
AT spells that rely on a %.

Thus,

Everything for Defiler will be upgraded, except for

Maelstrom (50/70)
Umbral Trap (debuffs a % of DPS)

PS: I forgot Maelstrom, mainly because it's in such a dusty and unused corner on my hotbar, I don't care to think about it.
