I've ran with STR for a long time, and although dogdog isn't always instantly fragged in PvP, it's usually more than half the time. You'll also rarely have time to re-cast him during PvP
I don't have experience with the STA line, but I'll toss my vote in for an AGI/WIS/INT Shaman spec. I'm rarely out running alone, so Alacrity has it's uses for me, but if you're the soloist type then it'll obviously be a waste for ya, since it (very unfortunately!) isn't castable on yourself.

I just re-spec'ed again for PVP, specifically. I went AGI 44872, INT 68802, and WIS 4448, and I have to say - I think it's the best possible build for PVP. The only real weakness of this build is AGI; I just don't think we get as much out of melee crits. But, melee crits coupled with a good 2H weapon (Trident of Fear-calling, etc.) can do respectable *free* damage, which is always nice. Some people love the STA/buckler line, the block does sound nice... but since the stun became a lame-ass daze, I have a lot less use for this line.

Indeed, you use the melee crits (coupled with the berserk you get from rage) for your white dmg, then you just nuke, dot, heal and hope they die before you lol. Don't discount your fears though, if it's a one vs one I'll almost always try and fear them to take the time and totally debuff them (so your dmg spells land more often). Don't discount Hex in pvp, it's a pretty fun tool we get.

So, running around with this build last night, i got jumped by a high-yellow con warden (77 vs lowly 71) out in the back-woods of KP while doing some quests. I kicked the ever loving snot out of him - not once, but 3 times... the all mighty OP warden had to run from the little green con defiler. And run he did. Ran until he broke pvp combat to get some mana back all while attempting to train me into mobs, then when full mana and it was obvious I wasn't going to stumble into aggro, he tried again... and again lost soundly. And again, but this time, he was rescued just as scourge was about to refresh and he was out of mana and in the orange.... I managed to snatch defeat from the jaws of certain victory by standing there as some random blue con 70 wizard jumped in and hit me twice, killing me. Frankly, it frustrates me to do everything right but still lose.

Now go and raid spec...go out and do that again lol. Frustrating is not having scourge and trying to pvp solo.

I'm having a great time on Nagafen on my new level 46 defiler. I'm two boxing and also have a 46 SK.
There is nothing more satisfying in EQ2 than instantly killing orange con players who jump you with the combination of Scourge then HT.

I'll never, ever raid spec again. Last time I did STR/STA/WIS, I quit playing because I was so gimp.

I personally wouldn't play a defiler on Nagafen without Scourge, even in a raid guild. I didn't even know about it's ownage at first, coming from PVE where I'd never heard of anyone using it before.
But it's better than HT, and on a defiler lol.
I think going the STR line with INT, and either the balance of points in STA or WIS, is the most any raid guild can expect from you in PVP. The difference between having Scourge and not having it is the difference between winning and losing everytime someone jumps you.
