That could possibly make it worse, the healing bonus would never be up and your only looking at knocking 200-500 points of dmg off a single hit at most.
For the proc to be worth it the two effects need to be split up so one cannot cancel the other. 8% healing for 12 seconds and 5% dmg reduction for 5 seconds.
But really even those values are low, 10% healing and 10% dmg reduction would be more in line i thinks.
