HPS depends a lot on what is "available for you to heal" so must be taken with a grain of salt. If your groupmates take a lot of AE damage and/or are wearing chokers, that will significantly up your DPS vs just healing tank. Other healers factor in as well, etc.
1k HPS is generally enough to say you're not AFK during the fight.
1.5-2k is what i'd say is "good" HPS on challenging encounters. Of course "good" and "challenging encounters" are both quite vague terms, but if you want a ballpark figure, that's a good one.
Generally if I hit 2k hps, I consider i've done well.
The highest i ever hit on a 1min+ encounter was just over 3k when solo healing some massive pulls in RE2.
