What is the difference between +X%(from Empowered Healing) to base heals and +X (boots) to base heals?

Just got my T2 chest yesterday and OMFG the damage shield component allows me to finally solo the Moors progressives at a non-agonizing rate...

And now I see they've REMOVED ENTIRELY the damage shield effect from the wards?

I'll stick with the T2 thanks...

And here I thought for just a brief moment that Sony almost had some consideration for the Shaman...

They removed the DS component from the new x2 armor set? I was getting excited to have a lower set bonus worth having, for only 3 pieces of gear
