It's meant to proc on ANY spellcast or attack. That means, Hostile, Beneficial and Melee.
It's a pet peeve of mine that defiler stuff is spread out between those 3 but all our procs are only triggerred off one of them. If there is going to be a good proc, I want it proccing on debuffs as well as heals and preferably off melee attacks also.
