I can't answer these questions as the quests don't exist yet. Certainly the intention is that the GU38 quest will be just one of many crafting quests for a variety of levels, with a variety of rewards of different types. From here till RoK release there's unlikely to be much time to focus on anything but Kunark and quests related to that, so no backfilling lower level stuff right now, but once that's over ... well, all I can say is I'd certainly like to see more, but I'll have to wait and see what's possible when we get there.
