My second child wouldn't fuss for mom, but she was crazy as heck when I was watching her. One night my wife came home from work and found me with the baby laying next to me screaming (she was on a bed and comfy). My wife asked what was wrong. I let her know that I had fed the baby, changed the baby, burped the baby, walked the baby, rocked the baby, and pretty much everything else, and nothing worked. Then the baby noticed mom was in the room and started smiling.
Then we had a third child. She screamed when she was sad (50% of the time), and she screamed when she was happy (50% of the time). It got a little better when she learned words.
Each kid is different, and sometimes you can't do anything to make them stop. As long as they are being cared for you just have to cry with them. Good luck!
