Although Runnyeye and Splitpaw did not get the patch that caused our problem this morning they do have some shared systems with the US Servers.
As soon as they are ready they will be brought back up and at this time we don't see any need to revert them to a previous state so they should be the same as they are the last time anyone logged off.
For missing characters, unless they were created on US Servers after the patch but before we brought the servers down midmorning PDT time please wait until all the servers are back up and they should re-appear.
