After seeing this post I logged in my carpenter play character, dug up some ebony, and made a rare Bristlebane altar. It is not no trade, nor is it Lore. I remain baffled! All I can say is, if you're seeing a no trade flag that shouldn't be possible, and I'd suggest you /bug it and let QA try and figure it out. As far as I'm aware, and as far as I can reproduce in game with my own carpenter, the Bristlebane altar has always been tradeable and that has never changed and it is still tradeable as of now.
