I liked Fantastic Four: Surfer, and agree that it was better than the first one.
I think Johnny Storm/Human Torch and Ben Grimm/Thing were perfect. They did a good job with the characters. I'm not a big fan of who they have playing Mr. Fantastic, the Invisible Woman, and especially Dr. Doom.
The story for the arrival of the Silver Surfer was pretty true to the comic and they did a great job portraying the Silver Surfer on screen. The ending was okay, at least it was better than the original comic ending where they just had Mr. Fantastic threaten Galactus with the Ultimate Nullifier.
The most disappointing thing about the movies is the way they handled Dr. Doom. I really don't like what they did with the character... and we have had two movies and not even one DoomBot!
