1) Nope you don't need to log in and out, it will just take effect.
2) This bonus is in addition to vitality. You should notice a difference in how much exp you get whether or not you have bonus xp.
About the time change... everyone will get 25 hours of bonus time since the person turning the time on and off is going to be affected by that time change. I'll leave ya'll to figure that one out
And there will be no "XP free" weekends, I like to get XP every weekend
