The new tutorial isn't in game yet, it will be appearing when Rise of Kunark launches. So not long now!
You won't need to reset anything to do the new tutorial. If you're currently in the middle of the old one, the quest you're on will be autocompleted. You'll be able to pick up the new quest from the beginning.
The tutorial will be available from any of the NPCs currently marked "tradeskill delegate". Since it sounds as if you're in Qeynos, this will be in all the tradeskill instances in the newbie starting cities (Baubbleshire, Castleview, Graystone Yard, etc.)
The lady in the Ironforge Exchange in North Qeynos doesn't give a tutorial, she's just for resetting your tradeskill profession if you decide to change professions. You can only do this if you're over level 10, since you don't actually start choosing a profession path till then.
