They already sell up to level 69 books, this change went in a while back. They'll be acquiring the 70-79 essentials books tomorrow. They won't be selling any rare books (other than level 1-9) however, they just stock the essentials.
Should you like faction questing, you'll be able to quest for the advanced 70-79 books by earning favour with some of the factions in Kunark (yes, in a non-combat crafting way that any adventure level can do, which will incidentally also give you a bunch of extra pristine bonuses). If you don't like faction questing, however, they'll also be mob drops as usual and I'm sure your friendly local adventurers will be happy to take your money for them instead, also as per normal.
