It depends; for an expansion, the art department come up with a whole bunch of furnishings appropriate to the area, the lore, etc. This will be based on the early discussions between art and the design team about what the area/expansion will be like, which I wasn't around for yet in the RoK expansion as they happened before I arrived, but I imagine the design team had general ideas and did not get very specific about the furnishings/objects, that was probably mainly an art decision. Then I came in when they were all made and picked out which ones to globalize and convert into furniture.
For individual items, I can make specific requests. Sometimes it's doable, sometimes it isn't. Items for specific reasons, like a quest or a special event, would of course get priority over general random things like "wouldn't it be nice to have curtains". The art team is busy with lots of stuff that probably isn't immediately obvious to people just playing the game, so depending on what else they have on their plate, general wish list items may or may not be possible to fit in. Pretty furniture's nice, but other things do need to take priority most of the time.
For the shelves, have you seen the new redwood large bookcases yet? They're quite pretty, quite large, and all the shelves work. I think this is my new favorite bookcase and it should fit even the larger books, it'll cost your local T8 carpenter 5g + resources to make. The art department definitely made some great looking furniture for this expansion and for Neriak, which carpenters are now able to take advantage of; definitely check out the
gallery on EQ2Traders if you haven't already. As we start getting ready for the next expansion, whatever it may be, I'll see how many people I can convince that [insert new expansion monster race here] really loves tapestries and some of the other items that would cheer up a home, but we'll see! If we come up with a race of underwater sapient squid, or something equally odd, that could make the furnishings go in a rather different direction.
