Yep and I am sure. I came from CS, and I saw the work the CS team did for EQII. Keep in mind that you're talking about a small group of folks watching for the /petitions of thousands. On top of that, you'll not be contacted ingame to let you know that action was taken, since we don't "ban and tell".
Believe what you wish, but I've seen the warnings, suspensions and bannings due to that kind of behavior.
