Well, almost.
As I'm sure we're all aware, there are a number of house items that can't have other items placed on them. Other examples include the acrylia bench and desk, for example, and xegonite and adamantine tables. The main reason for this problem is that the surfaces of these items are slightly rough, and the game interprets the roughness as not flat enough to place things on. There's a code request been submitted to see if we can increase the tolerance for how much "roughness" house items can be placed on. If this is possible to do, then it should fix a bunch of these items all at once.
The bookcases issue is a different one which the art folks need to handle, it requires actually changing the collision on the house item art. Coincidentally, I did happen to remind Haohmaru of the briarwood bookcase just last week. This kind of fix is unfortunately not particularly fast and is rather time consuming, so they do have to come second to other more urgent issues, but we'll see. While placement issues like these can be rather irritating to those of us who spend a lot of time decorating houses, realistically, they really don't impact a majority of players and so other things do get priority. For example if it's a choice between the art team making some new Frostfell house item or fixing an old bookcase, I think 99% of folks would like the cool new stuff, and I'd have to agree with that.

But rest assured, they are not forgotten.
