As someone's already stated, downtimes aren't always updates. If there's any gamechange that we're alerted to, it's given to you as soon as possible. From what it looks, this morning's downtime was for things you can't see nor have any ability to access. I totally understand the want to know what's going on when we update, but if it's not something that directly effects you (Quests, items, gameplay) it's not messaged out.
