Yep, that was always the plan, things just got a bit delayed with San Diego being on fire and the general madness of RoK. Just as adventurers can buy equipment rewards from the faction quartermasters, tradeskillers who earn warmly faction will also be able to buy some recipe rewards. They're not intended to make the "normal" stuff obsolete, but the intention is to provide a few cool new items for those who do want to spend the time getting the faction. And don't ask me exactly what everyone gets yet, because we're still figuring that part out.

Pre-emptive disclaimer because someone's bound to say it: no, you're not being "forced to grind writs" if you don't want to.
Everyone can perfectly happily get to 80 and have stuff to sell either with or without faction.
