That makes sense for what you're seeing. Remember that provisioning (and woodworking) are still in your primary archetype of craftsman, so your skills cap out in those at level 19. Your skills in the other two archetypes, scholars and outfitters, cap at level 9. So yes, I'd expect you to find it harder making recipes totally outside your archetype than recipes within your archetype but still not your primary class.
The other factor may be that the archetypes aren't all cookie-cutter identical in their reaction arts. Craftsmen tend to be more efficient at gaining progress while outfitters tend to have better durability gains. So, even on 2 characters of the same level with the same skill in tailoring or woodworking, you'd still find they "feel" slightly different. While we didn't want anyone at a real disadvantage, we did still want to avoid total similarity across all classes, and have them retain some unique flavour. So yes, if you're used to a craftsman's slightly more efficient progress gain, you'll probably find the outfitters a bit slower on progress in comparison (but better regaining durability). (Scholars, before anyone asks, are more power-efficient and have slightly better success chances.)
