Until today, no changes were made to the underlying system since the initial. None (that I am aware of) of the changes made today were for Station Exchange (ie: Account maintenance is account maintenance, but it wasn't for Exchange specifically).
All of the changes are on the back end/validation side of things so you wouldn't see anything visible/different in your process.
CS should be aware of the situation fully, I was talking about the issue face to face with their manager today. He's also got a copy of the message from the Station Exchange team. Expect that it may take a little bit for every member of the team over there to be brought up to speed, but it will.
Station Exchange and Character Transfers are both fully up and functional at this point to my knowledge. Any errors you are getting are very valuable in CS tickets (update your ticket if you have more than one issue, so you can get them all listed). We need to know what the people who are having issues are experiencing, in the CS ticket system so actionable items can be put into the dev ticket system.
If you have items caught in the crossfire, yes /petition and keep the ticket updated (once you put in the /petition you can update from the web if you want). The key there is that the more accurate information they have, the better. They are watching (CS and SE Dev) and want to resolve issues that come up.
