What happened here was I was trying to make the quest so that those who deleted their book and did not get the quest from reading it could still get the language. The desired outcome is that you get the language and can still do other things that require it.
The quest is not gated and everyone should still be able to get the language. When the holidays are over and I can get this hotfixed, I will make sure those of you who did not get the small delivery quest updated will be able to. I will also see about getting the book to re-offer that quest so people who did delete the delivery portion of the quest can complete it. Unfortunately, there probably wont be a fix in for this till after the holidays. Thanks for being patient everyone!
