Why legislate what you can fix yourself? Someone walking around with their boxers on display is guilty of indecent exposure by current laws in most jurisdictions (try walking down the street in your undies and tell me what the cops do!).
Two weeks ago there was this teen punk with his shorts on display, the belt was on the bottom of his cheeks -- and yes all males at that age are punks -- I was too.
He is in the apartment playground with kids of all ages showing his drawers when we get home. My kids point him out and find it funny (when you are five, underwear is always funny).
I gave him a long hard look, not the friendly kind, and politely said "I'm going to call the non-emergency police line and complain about indecent exposure." The pants were magically fixed, and the punk magically found other places to show his fart stains.
Yes, that makes me a grumpy old "Get off my lawn!" kind of guy, but I don't mind, I've been that way since I was born. I don't mind telling idiots what I think in public.
