In ecological terms, we have an ecosystem with imbalanced predation pressure on some types of resource over others, resulting in an oversupply of bushes and dens. Adding more ore nodes would not have solved the problem since the predation on those nodes would still be higher and a new balance would very quickly have been established where bushes and dens were still overpopulated. The quests are intended to artificially create a higher predation pressure on the bushes and dens, bringing predation on they key resource types into a better equilibrium. Now who says two degrees in biology might not come in useful in game design.
In other words ... the goal of the quest (the evil halfling goal anyway) was not to handhold people into levelling up their harvest skills, it was to provide incentive for people to clear out some of the less desired harvesting nodes in the area. Fish were not an issue, being on their own separate spawn table, so there was no need to include them (and a pretty good reason not to).
A similar quest may end up in the Sinking Sands at some point, and might possibly involve silverware, however there's a lot of other stuff that needs doing first, as always!
