Take note all, not all
red names have the information you seek (Domino's the tradeskill developer and many of the others you've seen today are quest developers, not coders nor ability developers). There's a few that make such changes, if they're trying to fix other issues, they will not be lurking here.
I'll ask around and see what the touble is, but without knowing exactly what the issue is that you're speaking of here, it may be hard to get an answer to a general "nerf".
