Sadly, there's no "village square" to publicly voice such actions. As well, it's always been a private matter when actions are taken against others. Sure, you may get a rare "we got them" in a reply to a /petition, but that's frowned on. Coming from CS myself, I can say that actions are regularly taken against such folks as mentioned here, but it's not a public matter to let everyone know about those actions when your specific exploiter, harasser or overall jerk is taken care of.
Please remember though, to take that action requires evidence, we can't simply take word that such an issue is occurring. Too, there's times where CS is bogged down and can't run to a /petition the moment it's submitted. If you see issues ingame, /petition it immediately and if there's chat from them in regards to that issue or ANY kind of chat messages to show the issue occurring, /report that FIRST and then in that /petition, let the CS staff know you'd done so.
GM's are there for you, but sometimes can't be over your shoulder to catch naughty players at all times. Help them to get that off your server through the means given, and that action will be taken.
