I'd just like to point out that even if you could lock TS xp like adventure xp this wouldn't address the issue you've described above. Why? Because xp locking only affects xp gain from killing stuff (the equivalent would be crafting stuff), it doesn't affect xp awarded from quest completion or discoveries. Since a fair chunk of the xp gained from tradeskill writs these days is the quest completion bonus, you'd still level out of the tier pretty fast. What you're actually asking for if you want the above addressed is a completely new mechanic that doesn't exist at all, and would have to be created from scratch if it's even possible or desirable (I'm not sure about either). Certainly not something that is likely to be happening soon, if ever.
