Reaction arts change at level 1 ... level 20 ... level 40 ... level 60 ... and level 80. So the odd and even levels have exactly the same skills (20-29 and 30-39 arts are identical, for example). The warning events you counter do not change over the levels although they are different for every crafting class (although in some cases the values scale up with your level). "Hefty Heat Wave" at level 10 has the same effects as "Hefty Heat Wave" at 20, 30, 40, etc.

These events you counter are the original events that Beghn made and I have not yet had time to thoroughly review them, although at some point in the future I'd like to make them more consistent. If you successfully counter them you should not get any progress or durability hits. If countering "hefty heat wave" at 40 gave you +10 progress then countering "hefty heat wave" at 50 should give you no less progress, and possibly more.

I'm not quite sure if that answers your question, but hopefully it's a little clearer.
