I sort of glazed over the whole "without going into menus" thing.

Yes, there are some commands related to adjusting those settings.

chatbubble_show_pc_name_mode #
chatbubble_show_npc_name_mode #
chatbubble_show_self_name_mode #

The number after the command corresponds to the same settings in the dropdown boxes.

0 = Never
1 = Mousover
2 = Target
3 = Target or Mouseover
4 = Always
