I bugged this ingame a few nights ago as well but posting here too to cover all the bases: my duo friend and I are currently going through this content again on alts, and there's a serious issue with many of the mobs inside Tombs of Night at least since we last played through it; this mostly applies to the various named mobs my friend and I have encountered thus far through the progression, but it also applies to the vamps throughout the zone as well although not nearly as bad by comparison as the named mobs (which are almost always part of multi-mob encounters): they spam-mez you to the point that you're literally lucky if you get a combat art off at all every 5-7 seconds at best , and therefore it's also a factor of luck if you can actually get the named mob of the encounter killed before you're finally worn down yourself.
I'm not saying I want this stuff to be easy just so there's no misunderstanding here, and I like the idea that mezzes will be involved somewhat and perhaps some other tricks thrown at you, but this constant mezzing with split-second breaks you maybe can sneak in a combat art/spell into here has to be a bug. In fact it reminded me alot of the power drain DoT-spamming frequency from Crypt of Agony that was addressed.
If you /bugged this, QA will take a look at it and see if there is a major problem going on here. If I recall (having worked on bloodlines waaaay back when), the vampires had some innate abilities that might be the cause of your woes. They have both a stifle and a mez, which both equal to you not being able to cast.
I find it weird that they are doing this constantly though, because they aren't set to cast it every time the spell is up, so I wonder if you have been really unlucky.
