I'm not saying I want this stuff to be easy just so there's no misunderstanding here, and I like the idea that mezzes will be involved somewhat and perhaps some other tricks thrown at you, but this constant mezzing with split-second breaks you maybe can sneak in a combat art/spell into here has to be a bug. In fact it reminded me alot of the power drain DoT-spamming frequency from Crypt of Agony that was addressed.
If you /bugged this, QA will take a look at it and see if there is a major problem going on here. If I recall (having worked on bloodlines waaaay back when), the vampires had some innate abilities that might be the cause of your woes. They have both a stifle and a mez, which both equal to you not being able to cast.
I find it weird that they are doing this constantly though, because they aren't set to cast it every time the spell is up, so I wonder if you have been really unlucky.
