Sorry all, but due to the amount of items being implemeted ingame, it's imaginable that some WILL pass through the testing process. This is why there's hotfixes to correct them soon after your ingame /bug is found. This is a regularly changing online game that has updates with hundreds, if not thousands of items per update and there will be "stinkers" from time to time that will be corrected when you make it clear ingame that there's an issue.
When there's a questionable item, it's not a direct attack against you, it's a matter of a simple mistake from human beings that REALLY want to make an awesome game.

This is the MAJOR problem with the gaming industry today. Hire more testers and stop relying on your PAYING customers to /bug the game for you.
I agree with you. I won't ever say that we'll push out totally bug free content (At least not without a straight face), however there are some changes we can make internally to help resolve some issues like the one above. Part of the issue with this item in particular is that even though the effect was bugged, it didn't look bugged. Yes it was a terrible item, but it was a functional item. We are looking at some ways to clarify better to our QA department exactly what an item should be doing (We have procedures in place, but clearly they can be improved). I know that's not a terribly exciting thing to hear, but know that no one dislikes when easily preventable bugs like this one happen more than the development team and the QA department, and we'll work to make it better.
