Allowing people to copy characters into the current test server is a problem because we've always treated it like a real server. But, *IF* people were allowed to copy to a test server anytime they wanted, what would be the encouragement for them to come test? It seems to me people would only check it out if there was a new feature they were really interested in seeing.
A couple people mentioned allowing copies off of test and back onto live servers. I can tell you without a doubt that will never happen. Has nothing to do whether or not we want to allow it, it has to do with characters that log into test get their character versions bumped up and are no longer backwards compatible with servers on older versions.
