Because, it would require more work to change all their scripts to copy to the Test PvE server instead of Test PvP server, so rather than having to rename and changing everything, they just leave it named Test PvP, for ease of copying, and no need to have to reload/resetup the server with a complete rename.

I truly believe they'd get more people to /testcopy if they lined up instarespawning killable NPCs named after devs in Sinking Sands.
