I am sorry that there was some frustration with how these live events were turned off. It was never our intention to bring frustration or confusion at any step during these celebrations. As you have noticed, live events, such as holiday content or the upcoming Shard of Hate opening events, are now able to be activated and deactivated without need for a server update at the same time. The content is pushed with the GU, just like everything else, but then it is not activated until the specific date. Then on the date that it is to be removed, it is deactivated. It is relatively new, and we can understand how it may cause some confusion, specifically if you are on the server at the time.
I have been talking it over with the producers and we agree that giving you specific dates for these live events is a great idea! So, when Bristlebane's Day is activated on the Live US servers you will find that the Update Notes (found in the launch window) will include the dates it will run through. Hopefully, it will make it easier for all of us to plan when we are going to enjoy the festivities, and help to relieve any confusion!
