Fwiw, prior to being hired, I was a guide. And I lived in Australia. And gave out guide quests in Australian time zones. I also did encounter some guide events on my play server while living in Australia. So, the events are out there, even for those down under.
What you can do of course, is encourage everyone you know in your time zone to
apply to the guide program!

I also find that eavesdropping in channels like the 1-9 chat and crafting channels can sometimes help with guide-spotting, people may mention if they happen to see a guide offering quests.
The guide quests are out there on servers that have guides, will keep on being offered, are not going away, and hopefully will be becoming more frequent too as more people join the program.

Let's not begrudge the exchange server folks for being able to obtain some of the same quests also, they still don't have the actual pleasure of interacting with the real guides, having spontaneous events, or any events that require guide involvement all through.
