The scareness (or not) of guides on non-exchange servers is really a separate issue unrelated to the nice things we do for the exchange server folks. Hopefully we can entice more people into the guide program, and also give them more cool quests and things to give out -- both of which we are working on separately. But it is two separate issues really, and it's not a choice between the two. Hopefully both happy exchange people AND happy non-exchange people is possible and something we shall work towards!
